In cooperation with the Citizen's District Council - and with technical and financial assistance from the Local Initiatives Support Corporation and the Detroit Founders Collaborative - Bagley Housing developed an overall revitalization plan for the neighborhood, which was then approved by the state.

BHA held focus groups to gather recommendations about the design of the homes. The Citizen's District Council partnered in creating the revitalization plan. The pastor of Ste. Anne's church serves on the BHA Board of Directors, which is comprised mainly of neighborhood residents. The contractor for the project is a small, local design/build firm. The construction superintendent, electrician, finish carpenter, and other tradesmen, as well as general/laborers, are from the neighborhood. Most of the subcontractors are minorities. Environmental services were provided by a minority-owned company.

Future plans call for BHA to collaborate with other neighborhood groups on a complete plan for the commercial, industrial and retail revitalization of the west side of Hubbard-Richard. Other participants include the Southwest Housing Association, Mexican town Community Development Corporation and Southwest Detroit Business District Association.
